You can get a level 1 regulation officer, meaning you literally can't get five stars on them.
There are actually two ways of satisfying a regulation officer :
* The "Standard" adjective (2 levels)
* The "Of Normality" enchantment (0 levels)
The special requirements are sometimes unclear, and this one may be the one that would most need a rewrite.
But it's always possible to get 5 stars on all adventurers !

This game is amazing and I want to play a full game of this. I really felt like I need an excuse just to keep playing.
Really wished there was a new message for a 5 star chest! I got the just shy of 5 star despite a perfect run.
It's a bug, we did a message for the 5 stars chest, but the game jam build doesn't have it, sorry ! 😬
